VA Class Deviation Restricts SDVOSB Nonmanufacturers

The Department of Veterans Affairs has issued a class deviation severely restriction the ability of VA contracting officers to request waivers to the nonmanufacturer rule and suggesting that Cos do not need to apply the statutory VOSB and SDVOSB preferences even when SBA has already granted a class waiver.
