Protest alleging the agency used unstated evaluation criteria is denied, where the agency’s use of a calculation that quantified the benefits of proposed technical enhancements in excess of the solicitation’s minimum requirements was reasonably subsumed within the stated evaluation criteria, and the protester incorporated the quantification method into its own proposal after discussions; and protest that the awardee’s prior contracts were not relevant because they were too small is dismissed as untimely, where the agency disclosed its relevancy thresholds to the protester during discussions; and challenge to awardee’s experience is dismissed, where GAO concluded this argument constituted a challenge to the agency’s responsibility determination, which GAO will not review.
