USDA finally dropped its reorganization bomb after threatening staff for months. It’s planned chaos for politics sake

Trump piloted relocation at USDA in 2019 with my agency, the National Institute of Food and Agriculture (NIFA). It resulted in:

• 75% of staff quitting/retiring
• huge loss of institutional knowledge
• restaffing at higher rates than before
• a year of delayed grantmaking
• a culture shift towards more bureaucracy and less scientific leadership.
