USAID Automates NICRA Submissions with Rollout of ARTS

Negotiated Indirect Cost Rate Agreement (NICRA) submissions will become fully automated, allowing for electronic signatures and real-time tracking of the process as the NICRAs are being negotiated. USAID has announced that it’s working on the web-based Automated Indirect Cost Rates Tracking System (ARTS) to simplify and streamline the NICRA process for partners.
Expected to be fully operational by March 2025, ARTS will initially only be available to the 200+ U.S.-based Partners with NICRAs being managed by the Washington D.C. office. They expect ARTS to be fully operational and available to USAID Missions for NICRAs issued to local partners shortly thereafter. As ARTS is rolled out, USAID will seek Partner feedback on how to enhance the system.
