Unequal Evaluation: Incumbent Not Credited For Retaining Its Own Employees

In a recent decision, the Government Accountability Office concluded the agency's staffing evaluation was unequal, because it gave the awardee credit for its plan to recruit incumbent employees, but failed to assign a similar strength to the incumbent's proposal to retain its own staff.
