Protest that the agency improperly held discussions with only the awardee is denied, where the agency merely sought clarification of the awardee’s price proposal and did not require or allow any modification to the proposal; and protest that agency misevaluated awardee’s proposal, treated offerors unequally, and made an unreasonable source selection decision is denied where the agency’s evaluation was reasonable and treated offerors equally, and the agency rationale for selecting the higher-rated and lower-priced proposal was consistent with the terms of the solicitation.
