Post award protest is denied where the protest raised untimely challenges to the terms of the solicitation, and GAO was not convinced the protester was unaware of its protest grounds until after it received the agency report.GAO also concluded the solicitation was sufficiently clear to provide the protester its grounds for challenge, even though the agency took corrective action in response to a protest of a different procurement.
