Protest challenging the agency’s best value tradeoff decision is denied, where the agency conducted a detailed comparison of proposals and reasonably considered the experience of the awardee’s subcontractor; and protest alleging the awardee would not comply with the limitation on subcontracting is denied, where there was nothing on the face of the awardee’s proposal to indicate this; and protest arguing the agency engaged in misleading discussions is denied, where the agency was not required to notify the protester that its pricing was higher than the awardee’s because it did not consider its proposed price unreasonable.
