Motion to stay a previous decision denying a pre-award protest and to enjoin the agency from proceeding with a competition for leased office space is denied, where the protester failed to offer any new evidence that it was likely to succeed on the merits of its case, where the protester cannot base its case on GSA’s alleged violation of a statute requiring it to obtain congressional approval of certain high-value leases, and where the delaying the competition would likely result in less robust competition.
