SSA May Reasonably Rely on Evaluation Team’s Conclusions in Making Award Decision; GAO B-412577.2, Eagle Support Services Corporation

Protest challenging the technical acceptability of an awardee’s quality control plan is denied, where none of the protester’s arguments are supported by the record, which showed that the awardee’s quality control plan included the elements the protester alleged were missing; and protest alleging the source selection authority did not come to an independent conclusion about the acceptability of the awardee’s proposal is denied, where the SSA may rely on the evaluation team’s reports, and in this case, where the SSA was also part of the evaluation team and thoroughly reviewed all the documentation related to the evaluation.
