Protest that the agency’s evaluation of the protester’s proposed costs failed to comply with the solicitation’s stated evaluation criteria is denied, where the protester failed to provide required documentation related to its approach to providing labor and the solicitation allowed the agency to make most probable cost adjustments where an offeror failed to adequately explain its approach; and protest challenging the agency’s evaluation of the awardee’s past performance is denied, where the source selection authority reasonably disagreed with the source selection evaluation board’s conclusions about the importance of safety issues related to the awardee’s incumbent contract.
