SOW Clearly Required Appellant to Fully Replace Equipment, Including All Parts; ASBCA No. 61688, Appeals of Stobil Enterprise

Appeal of the agency’s termination for default of a minor construction project contract and denial of a claim for additional costs and damages is denied, where the SOW required the contractor to fully replace a heavy electric door, including all the electrical and mechanical components, and where there was no dispute that the contractor declined to continue performance during the dispute over which party was responsible for paying for the parts.
