Government’s motion to dismiss a complaint regarding the termination of mail delivery contracts in anticipation of conversion to government performance is denied, where the Court of Federal Claims has jurisdiction to hear allegations of procurement violations at any stage of the process, including challenges to in-sourcing decisions; and plaintiffs’ motion for a preliminary injunction blocking the termination of their contracts is denied, where contrary to the contractors’ assertions, the government did consider and compare the costs of performance using contractors or government employees.
