Solicitation Requirement for Technician with Highly Specialized Expertise Not Unduly Restrictive of Competition; GAO B-413508.2, Sumaria Systems Inc.

Protest challenging the agency’s decision to take corrective action is dismissed where the protester submitted an agency-level protest, which was denied, and the protester failed to protest to GAO within 10 days of that decision; and protest challenging the terms of the solicitation with respect to key personnel requirements as being unduly restrictive of competition is denied, where the agency required a technician with specialized expertise available to begin work on the requirement without interruption at the conclusion of the incumbent contract, and therefore reasonably structure its procurement to allow it to evaluate and obtain assurances of availability with respect to this position.
