Protest alleging the agency applied unstated evaluation criteria during the past performance evaluation is denied, where the solicitation advised offerors of the minimum criteria needed for a reference contract to be considered relevant, and provided definitions of the overall confidence ratings that could be assigned, thereby putting offerors on notice that the agency would give higher relevance ratings to reference contracts that were more similar to the requirement in size, scope, or complexity.
