The government’s motion to dismiss an appeal of the agency’s denial of a claim for additional compensation for an employee misclassified as working a lower position is granted in part, where the appellant did not submit its claim for lost opportunity costs to the CO and where the board does not have jurisdiction to hear an unjust enrichment claim.
