Protest challenging the agency’s evaluation of the awardee’s experience is denied, where the solicitation required offerors to demonstrate experience being responsible for the construction of similar projects, but did not mandate that offerors had to have performed all the work themselves, without the use of subcontractors; and protest challenging the agency’s evaluation of the awardee’s key personnel is denied, where the agency waived as immaterial a requirement that offerors provide the dates key personnel obtained their degrees or certifications and the protester failed to show how it was prejudiced by this waiver; and protest challenging the agency’s evaluation of the awardee’s past performance is dismissed as untimely, where a conflict in the RFP regarding the number of past performance references to be submitted was patent and should have been challenged prior to the deadline for proposals.
