Protest challenging the agency’s technical evaluation is denied, where contrary to the protester’s assertions, the awardee explained the proposed reductions to its labor rates and level of effort in its final revised quotation; and protest alleging the agency engaged in unequal discussions is denied, where the agency’s communication with the awardee merely clarified the vendor’s interpretation of ambiguous statements in the RFQ regarding a two-month transition period, and where the agency asked the protester for similar clarifications; and protest that the agency unreasonably removed a previously identified strength in the protester’s proposal is denied, where a reevaluation conducted as part of a corrective action may reasonably result in a different conclusion.
