Appeal of the contracting officer’s denial of a claim is denied, where the agency’s misrepresentation to another federal agency resulted in a reduction in the value of the appellant’s IDIQ contract, but did not breach the contract, because the agency’s conduct was too far removed from the contract terms and the expectations they created, and where the agency had ordered the contractually agreed upon minimum, paid for the orders, and did not hinder performance of the contract in any way other than by reducing future orders.
