Protest arguing the agency improperly allowed the awardee a 30-minute extension to submit its quote is denied, where the late proposal rule does not apply to quotes submitted in a task order competition; and challenge to the past performance evaluation as “subjective” is denied, where GAO has consistently held that past performance evaluations are subjective in nature; and an assertion that the agency failed to perform a price realism analysis is denied where the solicitation did not require or allow for such an analysis.
