Protester’s Unacceptable Proposal Did Not Warrant Discussions, GAO B-413501, Science Applications International Corporation
Protest of agency’s evaluation of technical proposals is denied, where the weaknesses assigned to the awardee’s proposal did not rise to the level of deficiencies, as defined in the solicitation, and protest of the agency’s decision not to conduct discussions is denied, where the solicitation cautioned offerors that the agency would make award without discussions, if possible, and where the agency reasonably concluded that the awardee’s technically superior, reasonably-priced proposal represented the best value to the government, and that discussions to resolve issues with the protester’s proposal, which was rated unacceptable under several factors, were not warranted.
