Protest challenging agency’s technical evaluation of the protester’s proposal is denied, where the protester’s project task descriptions paraphrased language in the performance work statement and did not provide adequate detail; where the protester’s allegation that a lack of strengths, weaknesses, or deficiencies assigned to its proposal under the management approach factor meant the agency did not reasonably evaluate the proposal under this factor is untimely, because the protester knew these grounds of the protest when it received its initial debriefing letter but did not raise them within 10 days of this knowledge; and where the agency reasonably concluded the protester’s and awardee’s proposals were relatively equal under the experience factor, even though the protester received two significant strengths and the awardee received three strengths.
