Protest challenging the agency’s cancelation and resolicitation of its requirement is denied, where the agency reasonably concluded offerors’ prices were too high, where the agency repeatedly informed the protester of its concerns about its pricing, and where the protester’s questions about what was required under the contract should have been resolved prior to the deadline for receipt of proposals; and protest arguing the new solicitation should be set aside for small businesses is denied, where the agency already concluded that it could not award the contract to a small business at fair market prices, and therefore was not required to set aside the requirement.
