Protest that proposal was unreasonably eliminated from the competitive range is denied where agency reasonably determined that weaknesses in the offeror’s proposal suggested a lack of understanding of the requirement and where the agency was not required to consider other areas of the proposal, including cost, when the proposal was rated technically unacceptable under one factor.
