Protest challenging agency’s evaluation of protester’s proposal as technically unacceptable is denied, where the protester proposed a lead technician to meet one of the PWS requirements but did not describe its approach to the work, and where the protester proposed services in excess of another PWS requirement, but did not differentiate between the required services and those that went beyond the requirement, which lead the agency to question the protester’s understanding of the work needs.
