Protest challenging the agency’s technical evaluation of proposals is denied, where the agency reasonably concluded the protester’s approach to the requirement would create only a minimal amount of jobs in the development region, and where the protester’s challenges to other weaknesses assigned to its proposal amount to mere disagreement with the agency’s judgment or the identification of inconsequential, non-prejudicial errors; and protest challenging the agency’s evaluation of the awardee’s proposal is dismissed, where even if the protester’s allegations were correct, the protester still would not be next in line for award, given the weaknesses in its own proposal.
