Protest challenging the terms of a solicitation is dismissed, where the protester acknowledged that it did not intend to perform any of the work required under the solicitation, and therefore is not an interested party, and where the protester submitted a quotation and a protest on behalf of the successor-in-interest to its IDIQ solely to satisfy its contractual obligations to that company under a third-party agreement.
