Protest that agency unreasonably evaluated protester’s technical proposal and past performance is denied, where the protester did not challenge the agency’s evaluation of its proposal as technically unacceptable for failing to provide a key person with the required certification, and where the agency reasonably considered the protester’s poor performance on the incumbent contract as having greater weight that its better performance on less relevant contracts.
