Protest challenging the agency’s exclusion of a proposal from the competitive range is untimely where the protester learned its basis of protest when the agency notified it of its exclusion, more than 10 days prior to filing its protest; where an untimely requested and therefore non-required debriefing did not toll the time for filing a protest; and where the protester did not learn any new information during the debriefing.
