Price Realism Evaluation Not Required in Solicitation for Procurement of Commercial Items; GAO B-414171, CRAssociates Inc.

Protest challenging agency’s failure to include a provision in the solicitation providing for a price realism evaluation of offerors’ professional employee compensation is denied, where the solicitation is for the procurement of commercial items under FAR Part 12 and no such evaluation is required for such procurements; and protest arguing the solicitation’s provision for a quality assurance surveillance plan is defective is denied, where the contractor’s contention that it required baseline performance data to determine risk had no connection to its ability to prepare an intelligent proposal.
