OIG Found Food Diversion in Northeast Syria Displaced Persons Camp

As reported in USAID OIG’s November Report, an investigation found food diversion in the al-Hol Camp in Northeast Syria. The camp cares for displaced and refugee families of Islamic State of Iraq and Syrian fighters. According to the report, the Asayish (Internal Security Forces of North and East Syria) and the al-Hol Camp Administration prevented the grantee from physically accessing beneficiaries and diverted the aid to themselves. However, the diversion continued even after the grantee received full access to the camp. USAID disallowed $17,490 in costs associated with the diverted food.
