Protest challenging the agency’s evaluation of the awardee’s technical acceptability is denied, where offerors were not required to obtain land use permits prior to submitting their proposals; where certain services were listed in the PSW but were not considered evaluation criteria, and therefore the agency was not obligated to evaluate proposals on this basis; and where there is no evidence agency evaluators considered any pages of the awardee’s proposal in excess of the 20-page limit for submissions.
