New GAO Decision Emphasizes “Should Have Known” Element of Bid Protest Timeliness

In most circumstances, a protester must file its challenge within 10 days after the basis of protest is known, or should have been known. In a recent decision, GAO placed a hard emphasis on the “should have known” element of its timeliness regulation.
