New Export Control Rules Target China’s Acquisition of Semiconductor Equipment, Advanced Computing, and Supercomputer Technologies

On October 7, 2022, the Commerce Departments’s Bureau of Industry and Security announced a series of long-awaited regulations—issued as an interim final rule—amending the Export Administration Regulations to enhance export controls on a range of goods, software, and technology and restrict China’s ability to purchase and manufacture advanced computing chips.
