New Executive Order Consolidates Procurement of “Common Goods” Under GSA

On March 20, 2025, President Trump signed an executive order entitled Eliminating Waste and Saving Taxpayer Dollars by Consolidating Procurement. The order states that procurement of common goods—that is, products and services purchased by every executive agency—will now be consolidated under the General Services Administration. Within 60 days agencies must submit proposals to the GSA Administrator to have GSA conduct domestic procurement of common goods. What’s more, the order directs OMB to designate the GSA administrator as the executive agency for all Governmentwide-acquisition contracts for information technology.
