Modernizing Defense Acquisitions and Spurring Innovation in the Defense Industrial Base

On April 9, 2025, President Trump issued an executive order to "reform our antiquated defense acquisition processes with an emphasis on speed, flexibility, and execution." The order requires the Secretary of Defense to submit a reform plan to the President that expedites acquisitions through commercial solutions and to prioritize procurements using DoD's Other Transactions Authority.
