The Court of Federal Claims held that the Rule of Two used to determine whether a procurement can be set aside for small businesses does not require a contracting officer to affirmatively identify two specific responsible small businesses, but requires only that the contracting officer reasonably expects that two responsible small businesses will submit offers.
