Joint Ventures: Agency Can Rely Solely on Mentor’s Experience, GAO Says
Steven Koprince – In evaluating the proposal submitted by an SBA mentor-protégé joint venture, an agency was permitted to rely solely on the mentor’s relevant experience without considering the protégé’s experience, according to a recent GAO bid protest decision. The GAO’s decision highlights an important—and relatively recent—change to the SBA’s regulations governing the past performance and experience of mentor-protégé joint ventures.
