Appeal of the area office’s determination that the awardee was an eligible small business for two procurements is denied, where the area office correctly determined the awardee’s size as of the date it submitted its offer, including price, and self-certified as a small business, and where an individual who served on the boards of directors of multiple companies did not have the ability to control the awardee.
