Implementation of Ban on Chinese Telecom Companies Has Complications

Ambiguous language in the NDAA provision banning equipment made by Chinese firms such as ZTE and Huawei is creating problems for contractors trying to implement the rule. An interim rule that went into effect in August prohibited prime contractors from using that equipment as a “substantial or essential” part of their own networks.
