Appeal of the Court of Federal Claims’ denial of a request for equitable adjustment is granted and the decision reversed and remanded, where the agency provided historical workload information and future estimates to help offerors prepare their proposals, but did not include an anticipated work surge in this estimate; and where there was no examination in the lower court to conclude whether the workload information was accurate and the most current available.
