Protest that a solicitation requiring experience with contracts valued at $50 million or more is unduly restrictive of competition is denied, where the agency estimated the final value of the contract would be significantly higher and therefore reasonably limited its consideration to contracts of a certain value, and where the agency declined to consider the experience of subcontractors, due to the complexity of the contract and the expectation that the prime contractor would serve as the face of the government on a high-profile contract.
