Request that GAO recommend reimbursement of the protester’s costs of pursuing its challenge to the evaluation of proposals and award decision is granted in part, where the agency unduly delayed taking corrective action in response to a clearly meritorious protest challenging the evaluation of the awardee’s subcontractors’ past performance, and denied in part, where the protester’s challenge to the technical evaluation was not clearly meritorious and was severable from the successful protest grounds.
