GAO Lacks Jurisdiction to Hear Protest of OTA Evaluation, Award Decision; GAO B-417379, MD Helicopters Inc.

Protest of the agency’s evaluation of proposals for the award of other transaction agreements is dismissed for lack of jurisdiction, where an OTA is not a procurement vehicle such that GAO has jurisdiction to hear a complaint about an award decision, and where the protester did not allege the agency abused its OTA authority.
