Former DoD CO and Maryland Woman Charged with Defrauding Government

Thomas Bouchard of Uxbridge, Massachusetts and Chantelle Boyd of Woodsboro, Maryland have been charged with conspiracy and theft of government funds, in a scheme in which Bouchard – a contracting officer for the Army – arranged to hire Boyd as an assistant, a position for which she performed little if any useful function, at an expanse of nearly $500,000 over four years.
