Protest challenging the agency’s evaluation of the awardee’s proposal under the corporate and key personnel experience subfactors is denied, where the solicitation required such experience to be similar to the requirement, but not identical, in order to be considered relevant; and protest challenging the agency’s selection of a lower-rated, lower-priced proposal for award is denied, where the source selection authority considered the technical differences between the two offerors’ proposals but determined that the superiority of the higher-rated, higher-priced proposal did not justify a price more than double that of the awardee’s.
