Protests challenging the agency’s evaluation of technical proposals are denied, where the agency’s assignment of strengths and weaknesses to the offerors’ proposals were reasonable and not the result of disparate treatment; and protest challenging the agency’s failure to assess the risk represented by the awardee’s price is denied, where the solicitation did not require the successful offeror to hire any set number of incumbent personnel nor provide for a price realism analysis; and protest challenging the agency’s past performance evaluation is sustained, where the agency erroneously assigned “confidence” ratings to offerors without relevant past performance, and thereby prejudiced the only offeror who should have received a higher than neutral rating.
