Protest of agency’s best-value tradeoff decision is denied, where the source selection authority reasonably determined the awardees’ proposals were technically superior under the corporate experience subfactor and warranted the payment of a price premium, even though the protester and awardee received identical adjectival ratings under this subfactor and for their proposals overall, and where the source selection decision was extensively documented to support this determination.
