Protest challenging the agency’s elimination of the protester’s proposal from consideration for award is denied, where the agency correctly found the protester failed to submit a letter of intent for a proposed key individual who was not currently employed by the company, as required by the solicitation, and where this deficiency was unrelated to issues regarding the evaluation of the awardee’s proposal, and therefore the agency did not engage in unequal treatment by allowing the awardee to continue through the competition.
