DoD Issues Guidance on Implementing DFARS Final Rule on Enhancing the Effectiveness of Independent Research and Development

Undersecretary of Defense for Acquisition, Technology, and Logistics Frank Kendall has issued guidance on implementing a new DFARS final rule and accompanying class deviation on enhancing the effectiveness of independent research and development investments by the defense industrial base that are reimbursed as allowable costs.
